The Ministry of Economy, Industry and Competitiveness (MINECO), through the Secretariat of State for Research, Development and Innovation, is the department of the General State Administration responsible for elaborating and implementing government policies on scientific research, technological development and innovation in all sectors, as well as for coordinating state-owned research institutions. 

The Ministry of Economy, Industry and Competitiveness is responsible for the proposal, management, monitoring and evaluation of the scientific and technical programmes and strategic actions of the Spanish State Plan for Scientific and Technical Research and Innovation (Plan Estatal De Investigación Científica y Técnica y de Innovación). The MINECO, through the State Research Agency, manages yearly calls for proposals and the projects recommended for funding in joint transnational calls (in the frame of ERA-NETs or other schemes), are granted under the State Programme for Research, Development and Innovation oriented to Societal Challenges Programa Estatal de I+D+I Orientado a los Retos de la Sociedad, providing the funding mechanism for EC Cofund actions (thematic ERANETs, JTI, JTI, EJP).
